I know that the D13E class was built in India but there seems to be a remarkable similarity with products based on ALCO export models. In Australia for example the ex NSW 45 and 48 classes, built in Australia under licence to ALCO (American Locmotive Company)in the US. Look at the bogies (trucks). I believe similar locomotives were used in Pakistan and a number of other countries.

I think the original US models are RSD's of various models.
